Senate Continuing Resolution Easily Clears First Hurdle In Senate

Bloomberg reports that a ā€œtemporary spending bill to prevent a partial US government shutdown on Saturday passed its first procedural test in the Senate on Tuesday, a sign that the legislation is on track to be approved in time to meet the deadline. The Senate voted 68 to 13 to advance the measure toward the end of a snowy day in Washington with many lawmakers absent.ā€ The New York Times reports that the measure ā€œwould temporarily extend funding for some federal agencies until March 1 and for others through March 8. It would keep spending levels flat while lawmakers and aides hammer out the details of a $1.66 trillion deal reached between Speaker Mike Johnson, the Louisiana Republican, and Democrats.ā€ However, the measure ā€œfaces a much more complicated path in the House, where far-right Republicans are in revolt over the spending agreement and refusing to back it.ā€

        Still, Roll Call reports, ā€œEven with Tuesday nightā€™s vote, any one senator could choose to delay passage into the weekend by using the chamberā€™s procedural tools.ā€ Senate Majority Schumer ā€œurged senators not to clog up the process, so they can pass the continuing resolution in plenty of time to get it to the House in time to beat the deadline.ā€ Schumer said on the Senate floor Tuesday, ā€œIf both sides continue to work in good faith, Iā€™m hopeful that we can wrap up work on the CR no later than Thursday.ā€

        Overall, Politico reports, ā€œTop appropriators simply need more time to work on the bills after Speaker Mike Johnson and Schumer struck a long-delayed deal on a government funding framework earlier this month.ā€

        The Washington Post reports the budget talks between House and Senate parties ā€œare shaping up to culminate with a dramatic conclusion: President Biden is set to give his State of the Union address before a joint session of Congress on March 7, a day before the government would shut down, unless lawmakers act to pass funding bills or extend the deadlines again.ā€

Americans Increasingly Focused On Paying Down Debt, According To NY Fed Survey

Bloomberg reports a new survey from the Federal Reserve Bank of New York shows that US consumers are increasingly focused on paying down their debt. When asked what they would do if they received an unexpected 10% increase in their income, 38.4% said that would put that extra money towards their debt payments, the highest level since August 2016. At the same time, ā€œthe share of respondents who would spend or donate the windfall dropped to the lowest on record since the series began in August 2015.ā€ Asked what they would do if they suddenly experienced a drop in income, ā€œa record share of respondents said they would have to increase borrowing.ā€ The survey also found that consumers are ā€œless likely to make a large purchase over the next four months.ā€

        Also reporting are MarketWatch and CNN.

Stock Market Selloff Continues

CNBC reports that on Tuesday, the Dow Jones Industrial Average ā€œdeclined 231.86 points, or 0.62%, to close at 37,361.12.,ā€ the S&P 500 ā€œslipped 0.37% to end at 4,765.98, and the Nasdaq Composite dropped 0.19% to 14,944.35.ā€

WSJournal: Carbon Offsets Way To Deflect Criticism, Not Reduce Emissions

In an editorial, the Wall Street Journal argues that the idea of the carbon offset market ā€“ most recently publicized by Taylor Swift in the wake of criticism for her frequent use of private jets ā€“ is essentially a way for a ā€œgrowing concertā€ of individuals, companies, and countries to deflect criticism of their own hypocrisies around the green movement. The Journal says that the offsets allow some to ā€œpretendā€ to be reducing emissions even as they continue to contribute to carbon emissions.
